Rear Fender and Handlebars

I am trying to get a lead on a set of handlebars and rear fender. I am enclosing a link to a picture of both. I apologize in advance for not being able to give credit to the owners of the bikes but the websites are VRCC. If anyone knows where to purchase either of these handlebars or fender let me know.

These are both "uneducated guesses" but I would imagine that rear fender was fabricated by the owner OR it may belong to one of our European Brothers(They have some neat stuff across the "pond"). The Valk with the "Handlebars" looks a lot like one of Vikings bikes. Ya might give them a call & ask.

the rear fender is on a UK bike.  i'm not sure but i seem to remember that there is a "kit" for that complete look.
